Article 69-(2). Any person who is specified under Article 35 paragraph 2 of the Law (hereinafter referred to as “a pilot flight training supervisor”) shall, before a person commences pilot flight training, under each subparagraph of Article 35 paragraph 1 of the Law (hereinafter referred to as “a student pilot”) confirm the matters as listed in the following subparagraphs:
(1)The contents of flight training is adequate;
(2)A student pilot has knowledge and ability necessary for pilot flight training;
(3)Meteorological conditions within the airspace where the flight will be performed is suitable for that flight training;
(4)An aircraft to be used has function and equipment necessary for flight training.
2. A supervisor of flight training shall, when engaged in a dual flight with a student pilot and the latter is piloting the aircraft, be in a position to assume control and to pilot the aircraft.
3. A supervisor of flight training shall, when a student pilot makes a solo flight using an aircraft of a new type for the first time, not supervise that training flight unless he has confirmed the matters as listed in the following items:
(1)A student pilot shall have adequate experience necessary for performing pilot flight training;
(2)A student pilot shall be able to take-off and land the said aircraft by himself.
4. A pilot flight training supervisor shall, when a student pilot will make a solo training flight, not permit that flight unless it comes under each of the following:
(1)Pilot flight training is performed concurrent with flight training for takeoffs and landings in a dual flight with a pilot flight training supervisor;
(2)Pilot flight training is performed in a traffic pattern established at an airport during the daytime.
5. A pilot flight training supervisor shall, when a student pilot will make a solo training flight at a distance of not less than 40 kilometres from the point of departure for the first time, not supervise that training flight unless he confirms that a student pilot has the necessary knowledge concerning navigation for pilot flight training.
